Water Conserv II is one of the largest water reuse projects in the United States, and it plays a vital role in Orange County’s environmental infrastructure. Operated jointly by Orange County Utilities and the City of Orlando, the system reuses highly treated wastewater—known as reclaimed water—for irrigation and aquifer recharge across western Orange County, including Horizon West.
A key component of this system is the use of reclaimed water infiltration basins, also known as rapid infiltration basins (RIBs). These specially engineered basins allow clean, treated water to seep naturally into the ground, replenishing the Floridan Aquifer and supporting long-term water sustainability in the region.
Infiltration Sites Across Horizon West
Multiple Water Conserv II infiltration stations are located throughout Horizon West, often in areas that appear to be vacant land, fenced lots, or citrus groves. These sites are designed for passive infiltration and are activated when reclaimed water demand is low—such as during rainy periods or cooler months when irrigation is minimal.
Notable locations include:
- A large infiltration site north of Bridgewater Middle School
- Stations near Avalon Rural Settlement
- Sites throughout Orange National Golf Center
These infiltration basins are critical for aquifer recharge in Central Florida, helping maintain groundwater levels while safely managing excess reclaimed water. Additional RIBs visible from SR 429, south of Horizon High School, are part of a similar network operated by the Central Florida Tourist Oversight District.
How Water Conserv II Reuses Water in Central Florida
Reclaimed water used in Water Conserv II is tertiary-treated, meaning it has undergone advanced filtration and disinfection. It is safe for approved uses, including agricultural irrigation and groundwater recharge.
When not used for irrigation, the system diverts excess reclaimed water to infiltration sites, where it percolates into the ground and replenishes the aquifer. This process helps balance supply and demand while protecting the environment.
Is Water Conserv II Safe for Horizon West Residents?
Yes. The entire Water Conserv II reclaimed water system is strictly regulated by environmental and health agencies. The infiltration basins in Horizon West are monitored to ensure they operate within safe parameters. Residents may notice fenced areas or posted signs, but these sites do not pose a health risk. Odor is typically minimal due to the high treatment standards.
Why This Matters
With continued population growth and development, water infrastructure must keep pace. Water Conserv II and its network of infiltration basins support sustainable development by:
- Reducing pressure on drinking water sources
- Recharging the aquifer naturally
- Supporting agriculture with reclaimed water
- Managing reclaimed water safely and efficiently
These often-overlooked facilities are a hidden but essential part of growth. As more homes, schools, and businesses are built, reclaimed water infiltration sites in Horizon West will remain a key component in protecting the region’s water future.
