A public hearing will be held on Thursday, September 19 in front of the Planning & Zoning Commission (PZC) regarding applications for the Hartzog Road Attainable Housing project. The meeting will be held at the County Commission Chambers and start at 9am. The request includes expanding Horizon West Village H and rezoning the parcel to Planned Development.
A Future Land Use Map amendment request to expand Village H of Horizon West and apply the Village Future Land Use designation of Village and assign the property Apartment District on a 114.23 acre site for the development of up to 1,410 multi-family dwelling units. There is a concurrent rezoning request, LUP-23-06-183, for PD (Planned Development District) zoning. In addition, one (1) waiver from Orange County Code is requested to use an alternative parking ratio.
To rezone 114.23 acres from no zoning to PD (Planned Development District) and assign the Horizon West Special Planning Area Land Use Map (SPALUM) designation of Apartment District, for a proposed development program of up to 1,410 multi-family residential units. In addition, one (1) waiver from Orange County Code is requested to use an alternative parking ratio.
Orange County Code states that 1-bedroom apartments are required to provide 1.5 spaces per unit, and 2 or more bedroom apartments are required to provide 2 spaces per unit. Based on initial apartment mix estimates, the complex would be required to have 2,503 spaces per code. A waiver is being requested to provide 1.35 spaces per 1-bedroom unit and 1.8 spaces per 2 or more bedroom units, totaling 2,253 spaces, 250 less than required by code.
The initial request for capacity encumbrance was denied due to insufficient road capacity, which is common for developments in Horizon West. The stretch of Avalon Road between Western Way and Water Springs Blvd was deemed a failed road segment with 0 capacity. The developer can join a waiting list until capacity becomes available, or enter into a Proportionate Share/Mitigation Plan with Orange County. The proposed calculated fee would be $3,245,340 according to Orange County.
