A Future Land Use Map Amendment has been requested for Disney’s Hartzog Road Attainable Housing Complex and will going before Orange County for review. The request will be presented to the Planning & Zoning Commission (PZC) / Local Planning Agency (LPA) on Thursday, February 15, at 9am in the County Commission Chambers.
A Future Land Use Map amendment request to apply the Village Future Land Use designation on a 114.23 acre site for the development of up to 1,410 multi-family dwelling units. This is a transmittal hearing. Following the PZC/LPA hearing the request will be sent to the Board of County Commissioners for consideration. If recommended to be transmitted, two more adoption public hearings would be required.
After a contentious community meting regarding the project in September 2023, Disney has not provided any additional updates regarding the project. Outstanding questions that were not answered include selection, lack of public transportation, school overcrowding, pedestrian safety, traffic congestion, and lack of affordability in the area. Located near the site, the developers of The Promenade at Horizon West – Waterleigh are planning a Winter Park Village concept commercial development, targeting higher income and higher education levels of the area. According to information obtained by HorizonWestInfo.com, the applicant has also not met with Commissioner Nicole Wilson prior to making their public hearing request.
The housing complex will be available to those with incomes ranging from 50% to 100% of the Area Median Income, which is roughly a household income range of $42,850 to $85,700. Rents for affordable housing units is capped at 30% of income, resulting in estimated rents between $1,071 and $2,142. Since the last hearing, Disney has opened up Flamingo Crossings Village housing to all Cast Members, with rates starting at $869/mo for a shared bedroom.
Residents wishing to provide feedback can attend and speak at the public hearing for up to 3 minutes. Comments should remain focused on zoning-related issues, such as aesthetics, impacts to surrounding properties, land use compatibility, Orange County Code, development trends, and Comprehensive Plan. Issues such as drainage, traffic congestion, and crime are not issues considered during this hearing. Comments submitted are public record and are available for review by the applicant and any member of the public.
After the hearing, any person aggrieved by the decision may file an appeal within (15) calendar days of the decision date, subject to a $483 filing fee. Once the 15 days have passed and no appeal filed, the request will be scheduled before the Board of County Commissioners to consider the recommendation.
If approved by the BCC, the Future Land Use Map Amendment would be sent to State and Regional review agencies. Transmittal hearings do not replace other hearings or approvals necessary for the development, such as the Planned Development Rezoning Application.
