The Orange County Board of County Commissioners has approved a Proportionate Share Agreement for the Shoppes at Lakeview Pointe, located near the Lakeview Pointe community off Seidel Road. As part of this agreement, the developer will contribute $332,190 toward critical road improvements to Ficquette Road and Reams Road, which are vital corridors for Horizon West residents.
This agreement is part of Orange County’s concurrency management system, which ensures that infrastructure, such as roads, is improved or expanded to meet the demands of new development. The county requires developers to contribute to infrastructure improvements when new projects create additional strain on local resources. The county also recently approved $156,612 for a new daycare along Seidel Road and $144,727 for Don the Beachcomber at Hamlin. Construction on Fiquette Road, which includes the intersection with Reams Road, is scheduled to start in 2025.
Orange County continues to be behind in roadway improvements due discounting builder impact fees for over 9 years. Those discounts were ended in 2021 which restored impact fees to 100%, and in 2023 Orange County passed an Accelerated Transportation Safety Program, which provides $55 million in funding for roadway lighting, sidewalks, and safety improvements.
The Shoppes at Lakeview Pointe, a 20,000 square-foot commercial plaza split into two 10,000 square-foot buildings, is poised to provide additional retail or office space to the area. While tenant leasing information remains undisclosed, the high demand for commercial space—seen with The Mark reaching full occupancy before construction was even completed—suggests that Shoppes at Lakeview Pointe will be a prime location for businesses looking to serve the growing Horizon West community.
These road improvements and new commercial projects continue to shape Horizon West’s infrastructure and amenities, offering residents more options and easing traffic flow for daily commutes.
