The Ocean Sports Development company is proceeding with plans to open an Orlando Surf Park in Horizon West. Multiple permits were recently submitted to Orange County containing more information on the project. Ocean Sports Development is spearheading the advancement of the sport of surfing along with the creation of a National Surfing League in the United States. Ocean Sports Development owns the exclusive US rights to Webber wave technology, which allows for ongoing and dynamic wave generation.
Orlando Surf Park will be located at the intersection of Avalon Road and Schofield Road, just east of SR 429, on the current Orange Environmental Resources C&D Disposal & Recycling Facility.
C&D Facilities contain construction and demolition debris, and do not contain household or hazardous waste. According to permits, the facility is in the processed of being formally closed with all environmental conditions being fulfilled, and redevelopment would adhere to all environmental requirements and the project would implement a state of the art water reuse system.
In a letter included with the permit applications to the county, the developer stated:
The proposed Surf Park includes as the main feature a surf pool which is surrounded by a sand beach ringed by a pedestrian promenade boardwalk. The facility will offer retail and restaurant opportunities surrounded by landscaped casual areas for outdoor experiences that bring back the surf and ocean vibe. Spectators will be able to enjoy the outdoor experience while watching individual surfers or competition events

Site plan permits submitted to Orange County contain a variety of specific details on the project. The recreational lake will be 850′ in length 475′ in width, with a 80′ beach surrounding the water. Three beach volleyball courts will be onsite along with a 27,350 square foot athletic facility. Two commercial / retail buildings will be on site, each at 19,950 square feet, along with 2 tiki bars, smaller retail buildings, restaurant, and a picnic pavilion.


Plans indicate 585 parking spaces provided, 20 ADA spaces, and 14 bus spaces.
The developer is requesting the site be designated to either Traditional Town Center Core (TTCC) or Corporate Campus Mixed-Use District (CCMU) to permit the proposed uses. The site falls within the Town Center of Horizon West.
