A new retail development in Hamlin is advancing with the approval of a Proportionate Share Agreement for infrastructure improvements. The agreement requires the developer to contribute $312,745 toward necessary roadway enhancements to support the additional traffic anticipated from a proposed TJMaxx retail store. TJMaxx will be located between Urbain Air and Publix.
Similar agreements have been implemented for other developments in Horizon West to ensure that new businesses contribute to local infrastructure needs. For instance, the developer of the Shoppes at Lakeview Pointe committed $332,190 toward improvements at the Ficquette Road and Reams Road intersection. Additionally, Primerose Daycare along Seidel Road contributed $156,612, and Don the Beachcomber, a tiki bar and restaurant coming to Hamlin, provided $144,727 for traffic-related enhancements.
Traffic volume will also drastically increase in the near future with the extension of New Independence Parkway to Lake County. An additional $2 million from the Central Florida Expressway was approved to accelerate construction of the road.
Proportionate Share Agreements are a standard mechanism used by Orange County to balance development with infrastructure demands. These funds typically go toward road widening, traffic signal installations, and intersection enhancements aimed at maintaining traffic flow and safety. With Hamlin continuing to expand as a major retail and commercial hub, these agreements play a crucial role in ensuring that new projects do not overburden local roadways.
Businesses with proposals to open a Hamlin location include 62 Social Rooftop Bar, ABC Liquor, Abracadabra Play & Cafe, Agave Bandido, Anytime Fitness, Bank of America, Don the Beachcomber, Dutch Bros Coffee, Hilton LivSmart Hotel, Outback Steakhouse, Sweetwater Carwash, Swig Soda, Vystar Credit Union, and Wawa.
As Hamlin continues to attract new businesses and expand its commercial footprint, infrastructure improvements remain a critical focus. With multiple retail, dining, and service establishments planning to open, the area’s growth shows no signs of slowing down.
