Several more developments in Horizon West have committed to roadway infrastructure funding through newly executed Proportionate Share Agreements with Orange County, reflecting the continued growth of the area and the need to mitigate traffic impacts from new residential and commercial projects.
The largest of the new agreements is tied to the Windermere Cay Phase 3 apartment project, which will add 216 residential units. To support the additional traffic, the developer agreed to pay $1,818,970. The contribution will be allocated across multiple roads, including Ficquette Road, Reams Road, Summerlake Park Boulevard, and Winter Garden-Vineland Road. The developer had previously paid $269,536 under an earlier agreement, and this amended version reflects updated calculations based on current traffic studies and projected peak-hour trip deficiencies.
Also recently approved was a $255,559 agreement for Porter Retail at Hamlin, a mixed-use project combining 7,500 square feet of retail with 7,184 square feet of office space. This project is located near Porter Road and Hamlin Groves Trail and will contribute to improvements across three deficient segments of road: two along Avalon Road and one along Summerlake Park Boulevard.
Another agreement, totaling $48,505, was approved for a smaller commercial project known as HRPE NEC Retail Building F. This 9,188-square-foot retail shell building, located between Chick-fil-A and Truist, will contribute to improvements along two segments of Avalon Road. Although the required payment is relatively modest compared to other agreements, it reflects the project’s smaller footprint and lower traffic impact.
These agreements follow the recent commitment of $312,745 for infrastructure improvements tied to a proposed TJMaxx store in Hamlin, as well as previous agreements by other local businesses. For example, the Shoppes at Lakeview Pointe contributed $332,190 for improvements at Ficquette Road and Reams Road, Primerose Daycare paid $156,612, and Don the Beachcomber, a tiki bar coming to Hamlin, committed $144,727.
Proportionate Share Agreements are used by Orange County to ensure that developers of new projects help pay for the infrastructure needed to support them. These funds typically go toward road widening, signal upgrades, and other critical traffic-related improvements. The agreements also help unlock development that might otherwise be delayed due to a lack of available traffic capacity.
Businesses with proposals to open a Hamlin location include 62 Social Rooftop Bar, ABC Liquor, Abracadabra Play & Cafe, Agave Bandido, Anytime Fitness, Bank of America, Don the Beachcomber, Dutch Bros Coffee, Hilton LivSmart Hotel, Outback Steakhouse, Sweetwater Carwash, Swig Soda, Vystar Credit Union, and Wawa.
As traffic volume continues to increase—especially with projects like the extension of New Independence Parkway into Lake County—these agreements serve as a key mechanism for balancing growth with road safety and mobility. The Central Florida Expressway Authority recently committed an additional $2.5 million to help accelerate that extension project.
