Despite local resident opposition, the Planning & Zoning Commission voted to approve the Hartzog Road Attainable Housing Community. During the public hearing, residents expressed their concerns regarding local infrastructure and overcrowding.
The community would add 1,410 multi-family residential units into Village H of Horizon West.

The District 1 representative on the Planning & Zoning Commission, David Boers, made a motion for denial, finding the project inconsistent with the comprehensive plan. The motion did not receive a second and did not advance.
The request was then approved in a 5-1 vote, with David Boers voting against it.
The project goes in front of the Orange County Board of Commissioners for final approval.
