Hamlin Groves Trail Study Recommends Safety Upgrades for Bicyclists and Pedestrians

A new study commissioned by Orange County aims to improve safety and manage traffic speeds along Hamlin Groves Trail, a key corridor in Horizon West that connects residential neighborhoods, schools, and commercial areas. Findings from the Hamlin Groves Trail Traffic Calming and Pedestrian/Bicycle Safety Study were shared during a community meeting held on April 1, 2025.

The study analyzed traffic speeds, crash data, and pedestrian accessibility between Porter Road and New Independence Parkway. Traffic volumes in 2023 ranged from 19,574 to 20,604 vehicles per day, with speeds frequently exceeding the posted 35 MPH limit. At one segment, nearly 24% of drivers were recorded traveling above 35 MPH.

From 2018 to 2022, the corridor experienced 78 crashes, including serious injury and pedestrian or bicycle-related incidents. The most common crash types were left-turn collisions and rear-end impacts, highlighting multiple conflict points along the corridor. Maintenance concerns were also identified, including missing stop signs, degraded trails, and faded or absent crosswalks.

To address these issues, both short- and long-term improvements were proposed. Near-term strategies include installing high-visibility crosswalks, Rectangular Rapid Flashing Beacons (RRFBs), raised crosswalks, and trail signage. Additionally, modifications to driveway stop signs and cross-street markings would improve consistency and safety for pedestrians and cyclists.

Longer-term options under consideration include closing some median openings, installing restricted crossing U-turns (RCUTs) with Z-crossings, and building roundabouts at key intersections such as Gwinnett Drive and the Publix driveway. These improvements are expected to reduce vehicle speeds, shorten crossing distances, and improve overall corridor safety.

Future traffic projections estimate that daily vehicle volumes will increase to 30,000–32,000 by 2045, driven in part by surrounding development. The study models show that proposed improvements would help maintain acceptable levels of service through 2045 while reducing crash risks.

The next steps in the process include reviewing community feedback, developing planning-level cost estimates, and finalizing a concept plan. Once complete, the county will determine funding and implementation priorities. These upgrades are expected to directly benefit Horizon West residents by improving safety for walkers, bikers, and drivers alike on one of the area’s most traveled roadways.
