The extension of Hamlin Groves Trail north of Walmart has been completed and is now open. The road connects Hamlin to Tiny Road, allowing traffic to bypass driving through Independence. The road will also be the primary access point to the Horizon West Regional Park.
The extension was possible only due to the partnership between Boyd Development and Orange County. Boyd is the developer of Hamlin, and they entered into an agreement in which Boyd would pay for the design and construction of the road, while be overseen by Orange County. This process ensures appropriate infrastructure enhancements are in place when Horizon West is rapidly growing. The process for Orange County to pay for a road is significantly longer, as funds are usually prioritized to elsewhere in the county where there is a more dense population and more traffic.
For this reason, roadway agreements are common throughout Horizon West and the majority of new roads throughout the area were actually paid for by the developers, and not the county.
