An update on Horizon West east-west corridors was presented to the Board of County Commissioners on Tuesday, May 7 in regard to a request for a construction haul route for the CFX SR 516 connector road. This haul route request was previously on a prior meetings consent agenda, where there is no discussion on items, to it’s own hearing at the request of Commissioner Wilson. County Staff provided updates on east-west connectors in regards to the transportation impacts.
A connection at Flemings Road and Sawgrass Bay Blvd has been long anticipated, with residents in Lake County being told for years by developers a connection was coming. Per the Village I Roadway Agreement, construction is required to commence no later than July 1, 2025 and the connection must be in place no later than January 1, 2026. Design plans from the developers were submitted to Orange County for review in April.
Flemings Road construction is expected to begin later this year. Orange County is currently negotiating with property owners on easements and right-of-way, working through a drainage easement agreement, and the Department of Environmental Protection is working with Army Corp of Engineers on a “404 permit” for the environment impacts.
Lake County is responsible for the connection between the roads, and has given notice to proceed for bidding. Construction on the roundabout is expected to begin in Fall 2024 and finish in Spring 2025.
The SR 516 construction haul route is approximately 2 miles between a CEMEX site on Schofield Road and the construction entrance at the future Valencia Pky along Schofield Road. The haul route also would permit trucks utilizing the intersection at Avalon Road and Schofield, which prompted the hearing.
