A community meeting will be held on Wednesday, September 6 at 6pm regarding a Future Land Use Map amendment, rezoning request to accommodate up to 1,450 attainable apartment units, and annex the property into Horizon West Village H. Disney’s affordable housing project, called Hartzog Road Attainable Housing Community, is privately financed and will be built and managed by The Michaels Organization, with plans to start construction in 2024 and units becoming available in 2026.
The housing will be available to those with incomes ranging from 50% to 100% of the Area Median Income, which according to Fannie Mae, translates to a household income range of $42,850 to $85,700. Rent affordable housing units is capped at 30% of the residents’ income, resulting in rents between $1,071 and $2,142.
Based on Orange County Public Schools policy using the Tindale Oliver Study, the multi-family complexes generate 0.286 students per unit, which totals 414 additional students generated from this project. Several schools in Horizon West face capacity constraints, such as Water Spring Elementary, which is at 171% capacity, an overage of 514 students.
Hartzog Road Attainable Housing Community will occupy 114 acres of land, with 78 acres used for development and 25 acres preserved for conservation. The existing Rapid Infiltration Basin’s on the site will be removed.
The project is expected to generate 9,370 daily trips on local roadways, with 644 trips during the peak evening hour. A population of Gopher Tortoises, a threatened species in Florida, were also found on the site.
The community meeting will be held at Water Spring Elementary on Wednesday, September 6 at 6pm.
