Chick-fil-A has submitted additional permits with Orange County to build a location at Hamlin, indicating the restaurant is still attempting to secure a new location in Horizon West. Orange County conducted a concurrency review of the application to determine if adequate public facilities are available, such as roads, schools, utilities, waste, and parks. In May 2022, a Capacity Encumbrance Letter was issued for Chick-fil-A, indicating capacity is available and reserved for the project, but expires in November 2022 if building permits are not submitted.

The development plan has been approved by all committees and is now in the process of being reviewed by the Orange County Board of County Commissioners. On the above map, the dark yellowing buildings already exist, blue do not have permits, and orange have permits submitted.

Requested permits for Chick-fil-A are for a 4,848 square foot restaurant with double drive-thru. Only one code waiver is being requested from Orange County, which is to allow decorative screen fencing instead of the required masonry knee wall. BCC is scheduled to review the development plan on June 21, and if approved, will allow reviews to be approved on building permits.
Additionally, the official Hamlin website for commercial leasing now lists the Chick-fil-A logo as a tenant, further supporting the future of a Chick-fil-A at Hamlin.
While this permits indicate the process is moving forward, it still could be several years before a Chick-fil-A opens. Permits related to Chick-fil-A already date back several years and circumstances may change that delays or disrupts the project.
