The Orange County Board of County Commissioners recently approved two Proportionate Share Agreements totaling over $300,000 to improve local roadways in Horizon West. During the request process for new developments, Orange County conducts a concurrency review, which ensures county resources can adequately meet the new demands of the request. If deficiencies are found, agreements need to be made to offset the deficiency, otherwise the request does not move forward.
The first agreement involves Hera Learning LLC, which will contribute $156,612 to mitigate the traffic impacts of its new Primrose Lake Hancock daycare facility along Seidel Road. This agreement addresses three deficient trips on Reams Road and Ficquette Road, with the funds allocated for necessary improvements on these road segments.
Similarly, Hamlin Retail Partners East, LLC has entered into an agreement with the county for Tiki Docks/Don the Beachcomber restaurant. This agreement requires a payment of $144,727 to cover the additional traffic generated by the restaurant on Avalon Road/CR 545 and Summerlake Park Boulevard. The funds from this agreement will be directed to an escrow agent managing the partnership dollars for the Avalon Road project, accelerating its improvement.
