A proposal to construct 113 multi-family residential units within the Hamlin Planned Development has been approved by the Orange County Board of County Commissioners. The project, known as “Waterside at Hamlin,” occupies approximately 10.78 net developable acres near the intersection of Hamlin Groves Trail and New Independence Parkway.
The approval grants the applicant permission to move forward with the substantial change to the Unified Neighborhood Plan. Along with the development plan, the Board approved four waivers from Orange County Code. These include a reduced building setback from the Normal High Water Elevation from 50 feet to 35 feet, a reduced setback for paving and pools from 20 feet to 5 feet, a building separation of 15 feet instead of 20 feet, and a link-to-node ratio of 1 rather than the required 1.35.
The Board of County Commissioners voted unanimously to approve the request during the April 22, 2025 public hearing, signaling broad support for the project among county leadership.
The location of this high-density residential development within the Hamlin Town Center is consistent with the Horizon West Master Plan, which encourages compact, mixed-use neighborhoods that place housing close to services, retail, and employment centers. Placing multi-family units in designated town centers helps reduce sprawl and supports walkable, transit-ready communities.
As required by Orange County Code, the project will include interconnectivity to the neighboring Lakewalk at Hamlin development, helping ensure roadway and pedestrian access between communities.
